Instead of recognizing Karabakh’s independence Armenia played politics: Raffi Hovhanisian

If Armenia pursues right policy the recent ruling by the International Court of Justice over the legality of Kosovo’s declaration of independence can have a positive influence on the recognition of Nagorno Karabakh, newly elected Board Chairman of Heritage Party and Former Armenian Foreign Minister Raffi Hovhanisian told a press conference today.

According to him Armenia should before Kosovo’s independence have brought the issue of Karabakh’s recognition on the parliament agenda.

“The Nagorno Karabakh which is really a precedent for many came to be belated. And this is due to our guilt,” said he, adding that Armenia must have recognized Karabakh’s independence yet in 1992, but “we ran late and were mistaken.”

When the ceasefire was signed in 1994, according to Hovhannisyan, Armenia should have “had a judicial approach” towards the Republic of Nagorno Karabakh.

“It was obvious that there were states then which were ready to seriously consider the recognition issue,” said he, adding, that the reality was that Armenia itself had not recognized Karabakh at that time which was another obstacle.

“It was obvious that the West was moving towards Kosovo, and it was clear that Russia would respond. The Minsk Group Co-Chairs each showed that they are ready to choose nation’s self-determination right over other principles,” said he.

Instead of recognizing NKR before Kosovo’s independence, according to Hovhanisian, what Armenia did was just “playing politics.”

“We used some trivial negotiating tricks by far deepening our pit of diplomacy,” said Hovhannisyan.
