Outlining the essence of the affair with the reference to the publication in the media, Hofmann draws the attention of the head of the ICRC to the fact that ” Requests by Armenian authorities and human rights defenders to the ICRC and its missions in Baku and Armenia failed obviously. During the three weeks of Mr Saribekyan\u0569\u00a7\u0549\u0082-\u0549\u0084\u00a7s imprisonment in Baku until his early death the ICRC and its local mission were not able to see Mr Saribekyan or to efficiently intervene on behalf of him. ”<\/p>\n

\u0569\u00a7\u0549\u0082-\u056a\u0093The premature death of this young Armenian is either the result of severe torture and humiliation, or a direct killing\u0569\u00a7\u0549\u0082-\u0539\u009d \u0569\u00a7\u0549\u0082-\u0549\u0080\u009c Hofmann believes.<\/p>\n

The letter reads the following: \u0569\u00a7\u0549\u0082-\u056a\u0093We would have expected that the local missions in the South Caucasus as well as the responsible persons in the ICRC leadership are well aware of the long lasting Azerbaijani-Armenian conflict and in particular of the wide-spread \u0569\u00a7\u0549\u0082-\u056d\u009cArmenophobia\u0569\u00a7\u0549\u0082-\u0549\u0084\u00a7 in Azerbaijan. In the 20th century, there had been repeated incidents of massive slaughters and atrocities against Armenians in Azerbaijan and Nagorno Karabakh (Baku 1918, Shuhshi 1920, Sumgait 1988, Maragha\/Karabakh 1992, Baku 1990), followed by individual cases of homicide (Gurgen Makaryan, 9 February 2004, Budapest).<\/p>\n

Against this background, the detention and imprisonment of a young Armenian man and the suspicion of his torture in an Azerbaijani jail should have immediately alarmed your local representatives. We are looking forward to learn your much appreciated comment on the death of Mr Saribekyan. Furthermore we would like to know about the ICRC\u0569\u00a7\u0549\u0082-\u0549\u0084\u00a7s commitment to a full investigation into this case. We also would like to learn whether you support the Armenian demand of the participation of experts from the RA in these investigations.<\/p>\n
